Hi Alex, In my humble opinion...
The rules are there to preserve what should have happened. If the disc goes back then play is going back in time and therefore the players should return to the position that they were in prior to the throw. So in your example, everyone should go back, including players involved in the foul. Yeah, I've seen lots of people play this rule wrongly. They are idiots. Especially the ones who will claim that the rules don't specifically say that the player goes back (if indeed they don't)*.
