The tests will ultimately have to be based around objectives. So,
as you collect these items let's  try to think how they would fit into 
objective categories (no- that's not academic-speak).

For example:

  inetd.conf
  fstab
  rc.conf

might all be categorized as activities under a 'Configuration' objective,
whereas

  tar
  pax
  cpio
  dump


might all be categorized under 'Data Management'.

Some grouping of objectives in this way will give us a reference model
we can eventually publish. 


I think the most valuable efforts at this stage will involve clearly
identifying objectives, and then balancing the objectives across
certification levels.  I've had a thought that the handbooks for the
various projects might be of use here since they already categorize
many such topics.
