A government advisory panel will recommend allowing women and their descendants to succeed to the Japanese throne, one of the world's oldest monarchies, the head of the panel said on Tuesday.

If the recommendation becomes law,it would resolve a looming succession crisis.Emperor Akihito is now 71,and while he has two sons,no boys have been born into the royal family in 40 years. At present only males can ascend the throne.

"We agreed that from next meeting we will proceed with putting together a report that recommends expanding imperial succession to include females and their descendants",
Hiroyuki Yoshikawa, the head of the advisory panel to PM Junichiro Koizumi, told journalists.

If succession rules are changed,Princess Aiko,Akihito's 3 -year-old granddaughter, could one day become Japan's first reigning empress since the 18 th century. The move might, however,
spread discontent among conservatives, who have argued for the revival of pre-World War II princely houses in the search for a male heir, lawyers and commentators began a campaign to uphold the imperial succession by male heirs.

No boy been born to the royal family since 1965,putting intense pressure on Crown Princess Masako-a former diplomat who has largely disappeared from public view due to stress-to produce a male heir. The 10-member panel, which has studied the issue since January, said an interim report in July that Japan could also resolve the problem by bringing more males in line to ascend the Chrysanthemum Throne. The last reigning empress was Go-Sak-uramachi,who abdicated in 1771.

PM Junichiro Koizumi said he would prepare a bill aimed at amending the Imperial Household Law,the legal basis for the male-only succession since the restoration of the emperor's authority in 1886.Opinion polls show that much of the Japanese public supports the idea of female monarchs, but there is persistent resistance among the country's traditionalists.
