Greping through a git clone of the autoconf repo, I don't see any
mention of AC_RESTRICT...?

It is the testsuite followup to the earlier patch:

but that patch was indeed Sun specific.
Yes, that was a Sun Studio workaround. This issue is different; it is
with the PGI compiler on Linux (although, perhaps confusingly, also
discovered by a different Sun employee).
