Now I understand your hard disk is 4GB. :)

The information about your partition table is missing, so I guess
it; if the first partition is >=2GB, then your problem might be the
bug I posted here. If you have not seen the mail, you can see it at
the URL
<http://duff.kuicr.kyoto-u.ac.jp/~okuji/bug-grub/msg00202.html>.
Otherwise, I don't know why. In this case, you have to investigate the
reason for yourself, as I can't reproduce the same problem as you
encountered.

Well, I give you some solutions in that case. If the first track of
your hard disk (right after MBR) is empty, you can embed
stage1.5 to the track. However, because stage1.5 in grub-0.5.91 is
broken, you must get the latest version from the CVS.

If you don't want to use stage1.5 and you are very brave, you can
test a new version of stage1, which has the fix for the bug described
in the mail above, and has not been tested enough. If you want to be a
tester, let me know.

Perhaps the safest way is to repartition your hard disk, by FIPS or
storing your data in a backup media, running FDISK and restoring your
data. I recommend that you create a small partition in the head of
your hard disk only for GRUB, like OS/2 bootloader.
