Ok, it's a different thing. If you want interactive interface it may be
hard to do. I don't know if you would like this simplified way:

- GRUB should be able to run batch-files, i.e. interpret commands in the
  files it reads.
- TFTP server should be able to serve different files to different IP's
  even if the requested name is the same (I don't know any implementation)
- The default action for GRUB could be to get a file over TFTP and run it.

This way you can do a lot, but you must know some things beforehand (i.e.
partition layout on all machines) because you don't get any feedback.

I don't want to make GRUB a mini-OS, but on the other side, network
support is quite common.

On another side, if there is enough demand for a mini-OS as a bootloader
somebody will do it for us, and probably under closed-source license.

Well, I don't insist on this item.
