Agreed. The feature will be necessary to help GNU/Hurd anyway.

IIRC, utftpd has the support.

Actually, you can do the same thing with the current GRUB, since you
may set up bootpd so that it serves different configuration for each
clients.
BTW, I don't think network console support is so difficult to
implement. Basically, it requires only reliable connection and console
emulation, so the effort would be mostly the same as for serial
console support.

Fully agreed. We shouldn't forget that GRUB is a boot loader but not
