I don't feel very strongly about it either since I'm not using it
myself (I switched to dmd), but I'd lean toward installing it by
default for upstream Hurd to make things easier for anyone else trying
to build their own Hurd system outside the usual distros.  The default
startup scripts could successfully boot a usable system before this
patch set.  But if the expectation is that now a separate init system
will be installed, I'd be okay with that, too.
