[bug-libmatheval] GNU libmatheval 1.1.9 is out

New release (1.1.9) of GNU libmatheval is out and available at:
  http://ftp.gnu.org/gnu/libmatheval/

This is bugfix release, fixing error in step function (thanks to Giulio
Bottazzi for pointing to the bug).
