If you are talking about the number (of bars rest) this makes sense. If it's a tempo indication (Allegro vivace) it doesn't. Why would the results of the \markup command be transformed to something else in this case?

If I remember correctly, one of the main reasons that the
R1^... feature was added, was to be able to typeset a
full measure rest with a fermata on top of it.
