I have built a LilyPond installer that includes ghostscript 9.02:

could you try that? And if that works, I would be very pleased
if you would uninstall it and once again verify that
http://lilypond.org/download/binaries/mingw/lilypond-2.13.61-1.mingw.exe
still breaks on the same .ly file.
