## Summary

bsp/arm/tms570: Add board selection option for the LC43 LaunchPad

Series of dependent commits giving the TMS570 BSP a board selector, completing 
the LC4357 EMAC pin database, and moving the MII pin description into fragments 
that can be shared by a board default list and a network driver.

Groundwork for rtems-lwip !48, per @ppisa in !1271:

Other suggestions (not in this commit set): `tms570lc4357-pins-hdk.h` / 
`-lchxl2.h` file split, making`tms570_pinmmr_init_data` separately overridable, 
and GPIO port/pin helpers.
