Mine was definitely an upgrade (from 8.10) but I tried completely removing and reinstalling the mercurial package, and that didn't help. Currently, dpkg --configure -a continues to report a Mercurial problem.

Odd. I've been hacking on Jigsaw using hg 1.1.2 on my Ubuntu 9.04 box,
with the newest version of the forest extension, and it works fine.

9.04 worked for me out-of-the-box, too (almost - i just had to install mercurial and extensions). But didn't upgrade, i installed Ubuntu from scratch. May be that was the difference.
