Say no more, this is a problem in the seccomp filter for this version of docker. upstream issue: https://github.com/docker-library/ruby/issues/351 tl;dr this is a musl change, access switches to faccessat2 which isn't allowed by this version of docker. You'll have to upgrade docker, or disable seccomp filtering.
