I'd opt for leaving it as is for 2008.11 and explore other ideas for
2009.04.  

If we'll be using the same GRUB for 2009.04, then I opt for going with
#2 if the UI folks have decided that "boot from hard drive" needs to be
at the bottom.  If we can change GRUB for 2009.04, however, I'd like to
see if we could get at least a beep option in there.  Playing an audio
file would be even cooler.  If we can do some sort of audible cue (beep
or other audio), then the need to put the screen reader at the top or
bottom can go away and we'd have a more accessible solution to boot (pun
intended).
