It is possible. This user interface actually changes the underlying 
configuration files. In a sense the properties are applied already. 
There is no incentive to create a profile for this user interface.

You are correct. We would like to catch problems after install and 
before reboot. If there is an option to validate the profile 
semantically, then we can report to the user. The user can decide 
whether to reboot or fix the problem.

The regular users can be included. That makes sense if you are 
installing on a stand-alone system like laptop. In the enterprise, there 
may not regular users stored in the local files. I don't feel that it 
should be in the minimum required list.
