You are correct. We would like to catch problems after install and before reboot. If there is an option to validate the profile semantically, then we can report to the user. The regular users can be included. That makes sense if you are installing on a stand-alone system like laptop. In the enterprise, there may not regular users stored in the local files. I don't feel that it should be in the minimum required list.
