Do you mean post first-reboot?  Because if you do it after installation
then you're back in the same problem we're trying to solve (which is to
allow the user who didn't install the system to provide his custom
input).  Also, having something pop-up to the user when he shuts down
his system for the first time seems like a poor user experience as well.

Perhaps we need to file a bug so that the changes can take affect
immediately at first-boot and then whenever the user does reboot, they
become permanent.
