No, it should be solved outside the context of "boot".  The timezone 
(especially) and default locale need to become dynamically settable at 
any time, because the average computer is no longer an immobile 500 
pound beast.  Liane notes one RFE filed to suggest a solution, there are 
others used on some other platforms as well.
