Note that the best thing would be to spend time addressing the underlying
issue, rather than creating architecture around what is essentially a bug.
There's already a bug filed about the timezone part.
6448692 Need a way of setting effective timezone w/o restarting all
applications or rebooting.
There may be one already filed for locale as well.
