I'm not really sure that people outside of our group are really 
modifying the finalizer list.
I believe the real issue is what does "frequently modified" really 
imply?  I believe that build_area is going to be modified by most 
people  Beyond that, everything is a subset. I even debated about 
whether the package list was  frequently modified or not
but went with "yes" due to recent activity we've seen.
