I'd look at it like this: adding finalizer steps means writing 
additional scripts and really diving into the DC architecture, putting 
it on the less likely end.  You might try to comment out some of the 
existing ones, but then you're doing advanced work as well.  The purpose 
is to direct the newbies, that's all.

The list of files on the root archive shouldn't need to change often; 
its purpose is to get the rest of the image mounted.

Package lists are going to be an obvious point of experimentation, 
though, as you've observed.
