I run Eclipse (www.eclipse.org) with PHPEclipse (http://sourceforge.net/project/showfiles.php?group_id=57621). I can't recommend these tools enough. Cross-platform, cross language, open source, with one the most brilliant and powerful interfaces I have come across, well, ever. The only tricky part (for some) is getting up and running, but for $4.19 you can a great step by step guide at phpArchitect (http://www.phparch.com/issue.php?mid=82).
