Weird. The "Options" parameter is better explained here (especially the + stuff): http://httpd.apache.org/docs/2.2/mod/core.html#options Your httpd.conf file may contain several encapsuled Directories that have options which interfere with the other (not sure if this sentence is clear, but it's late here).
Maybe you could post your full httpd.conf, because it probably needs a little cleaning...
