I did something similar.
SIP --- T38 ---> CW === iax2 trunk--->asterisk--> iaxmodem ====> HylaFAX;
or:
SIP --- T38 ---> CW === iax2 trunk--->asterisk--> PRI--->PSTN fax

this because my PRI PSTN connection is on a asterisk box.

I used T38Gateway
Actually I have no problem (or almost no problem...) in receiving faxes
I have no chance (or almost no chance) in sending faxes.
this behaviour across several spandsp version, several callweaver snapshots
and two different T38 ATA

then I changed my setup, I inserted a BRI board into my callweaver box,
using mISDN, and nothing changed:
no problem in receiving, no chance in sending.
So the iax2 trunk, hylafax, iaxmodem, remote spandsp, PRI zaptel, PSTN faxes
are all "innocent"
Something is problematically on the callweaver or ATA side, at least in my
setup
I still have to troubleshoot my problem (I did anything suggested without
finding any "error"), but what I can say you is that you can try it !!
