Could this issue have caused intermittent disconnects for subsets of
customers? After upgrading to 3.5.1 we had a large segment of customers
have problems with dropping wireless association in sync with each other
(e.g. they all dropped and came back at the same time), and it was
repeatably the same customers, on three different towers across six sectors.
