If I remember rightly, the actual justification for charging fees was not so 
much to do with facilities such as mains electricity but more to recoup some of 
the initial capital cost of providing the mooring basin.

IWA reluctantly accepted it in this one particular site on the grounds that 
there was insufficient mooring space on a very popular site on a very narrow 
channel and apparently no other means of raising the money  to provide extra 
space - and on the basis that the towpath moorings would remain free. It was 
only once the basin opened that it transpired that the towpath moorings in the 
town would also be subject to overnight charges.
