Presumably someone who has stored fuel bought before the ban (e.g. in drums) would still be permitted to use it - rather than pouring it away. And e.g. a boat which takes a long time to sell might not start to use its tank contents until a year or so has passed. >From the Hansard report the Government seems to be aware of the problems. > Michael Clarke Sean
