Not any more, at least not in SW England.  Appendix A to the Regional  
Planning Guidance [RPG10] sets out 'desirable maximum  distances  
within which facilities are considered to be within reasonable  
walking distance' thusly:

Food shop; Primary school - 600m
Other non-residential facilities - 1000m
Bus stop - 400m
Railway station - 800m

Apparently there are parts of SW England that do not yet meet these  
criteria....
