I'm certainly agreeing that they will put the tax up such that it will be 
more expensive to drive.

I meant revenue neutral as in doesn't generate any more or less money than 
the current fuel / VED system. This would mean it wouldn't be any more 
expensive to drive, which wouldn't do what they want.

You need to know who's pulling the strings and what they believe in.
