Perhaps this is because the penalties for not paying up are swift and severe in other areas, whereas it seems a blind eye is turned to non-payment of boat licences. As someone mentioned, no licence often leads to: no insurance, no BSS, in short no respect for the system, safety or other waterway users least of all (notional if not in truth) paying a little towards the cost of maintaining the waterways.
