Flatford, Dedham & Stratford Locks on the River Stour are operated by chains

  As does the Welches Dam lock on the Old Forty Foot, that the EA cannot find 
the money to repair.
  Canal Boat June p24 quotes:
  "EA Anglian Waterways Manager John Adams said it was "disappointing that the 
{Peterboro IWA } Branch find it necessary to concentrate on the condition of a 
short and almost unused section of waterway compared to the millions spent 
elsewhere by the EA recently"
   
  The old Forty Foot is only watered about once a month for a weekend by the 
EA, and a canoe could not get through at Easter. Whereas the rest of the Middle 
Level, which is run by the Middle Level Commissioners, who dont charge a 
licence fee, is in good condition!
   
  Not many people used the Huddersfield in the 90's, nor the Stourbridge 16 in
