This is similar to discussing the linear dimension of a piece of small
rope.

I suggest you talk to a welder (the person, not the machine; I believe
it is more usual to shout at the machine, at least while you are at
the start of the learning curve).  His estimate will depend on (a) his
hourly charge-out rate, (b) how far you are from his base, and (c) how
elaborate you want your hatch and hatch cover to be.  Oh yes, and the
current price of steel, currently at record highs AIUI.  

I have found that you can get a surprising amount of useful output
from an hour of the time of a good welder.
