I can hazard a guess.
BW have decided to identify and mark all their assets, a very 
worthwhile task, so if there is an problem or maintenance is require 
then you can send a man to the right place and he will know he is at 
the right place.
To identify all the assets you have to affix some kind of reference, 
i.e. bridge name or unique number.

Question. How does the contractor know which bridge to attach said 
plaque to?

Answer. You send a BW man round first to put a laminated sign on a post 
so the contractor knows where he is.

I would suggest it may have been better to use wax crayon on the actual 
bridge so the permanent sign would cover it, but for that he would have
