Why *do* they keep doing this?  They are grossly under-funded, many of 
their customer's are heading for a financial state where they won't be 
able to be customers any more.   So what do they do:

Answer - conspicuously waste money and cheese off those whose support 
they need.   Absolutely bloody brilliant.
