We seem to have lost the plot of this posting. The monitor system 
identifies those who overstay, have no licence, etc. I agree in 
principle to Adrian's suggestion of a fixed user licence rate, couple 
that with a system of monitoring boat movements then the mooring 
offenders etc get charged for illegal use and byelaw infringements. 
You dont need readers at every mile just a junctions and hotspots.
