Try http://www.fadsoft.net/AlwaysOnTopMaker.htm Just tested and it worked for me with NetLimiter using XP Pro. The only (minor) irritation is that every time you restart you will have to tell it again which application you want to be on top by selecting it then pressing Ctrl-Alt-T Have to say that I really do like NetLimiter.
