The most effective thing that EA could do would be to  stop the two 
sewage works that in an emergency (say about once a week) discharge raw 
sewage into the river between Tottenham and Old Ford locks. This would 
reduce the nitrate levels and the weed would die.

As for the upper Lee that is of course not navigable for most of its 
length. If it was I am certain Jane would have many more people beating 
a path to her door.
