Having read the Hadfield book my money is on Jessop. He had previous experience on iron, through the Butterly Company, Telford had none. It's a while since I read the book but I seem to remember that most of the 'facts' about Telford come from a biography written by his supporters. Steve PS He also engineered the Slea!
