You are totally mad, you have no concept of social inclusion! I think we

add the cost onto the general tax burden, we could do that with the 
canals as well, it would make collection far cheaper, and simpler, and 
it would lessen your personal burden, as others would be paying for you 
benefits.
However with the new wave in charge I suspect this will not be done, and 
we will see random closures of public services, as political hedging 
takes hold.
Alternatively then the cost of maintaining the system should fall 
totally on its users, all users, the woman who walks her dog, the kids 
who skip along the towpath, the naturist, fisherman, the boat owner, the 
adjoining landowner to whom drainage is provided. What should they pay 
well the maximum you can get, for each individual usage. Lets make money 
for the owners, - oh thats us.
So lets stop being inward looking and selfish and have some inclusion

If you own a big boat I don't mind if you crane it out around the small 
bits and god forbid discover the northern waterways. It down to your 
choice, whether you use them, others in similar positions are doing so, 
so just because your mind is limiting you does not mean its not 
available. Or you could just sell up and buy a smaller boat
