I'm guessing they confused it with the claim I've heard that Staffordshire has 
the most miles of canal of any county in the country. (not that I've checked - 
and it depends on your definition of 'county'...)

I reckon for the biggest mileage in one parliamentary constituency you need to 
look for an area with lots of waterways but not too many people (so the 
constituencies will cover a larger area). For example perhaps Boston & 
Skegness, which should take in most of the Witham Navigable Drains as well as a 
chunk of the Witham and a bit of the Black Sluice.

...assuming that '...in the country' means we can exclude Northern Ireland.
