FWIW, I've followed this procedure (approximately) as well for the past two
years with good results. I let the bleach solution sit for an hour or two
rather than 24 before draining and refilling twice to flush. Also, I skip
the vinegar step since I don't really mind a very mild chlorine odor. To me
it's a "clean" smell and a welcome contrast to the rotten-egg odor of a
fouled tank. Plus, we carry aboard bottled water for drinking and cooking,
using the tank water only for washing.

Bleach. I don't have proportions (and they are important, since you want to
kill bugs but not damage lines and pump seals), but in the past I've:
- added diluted bleach to the tank, let it sit for a while
- drain, repeat
- drain, repeat
- flush out at least 3 times completely with fresh water when you are done.
There may still be a bit left, but when you are talking a few tablespoons
over 10+ gallons, it will not hurt you even if it tastes a bit "bleachy".
