I've done mine in the water, with ultimately spillage of about a pint of water into the bilge. Keep a few rags on hand to stuff around the shaft while you are futzing with cutting packing, etc. Not a big deal at all. It's a relatively straightforward job.
Tighten it with (2) wrenches. I have a dedicated packing gland wrench (there is such a thing) and use a pipe wrench for the second one. But two big pipe wrenches work also. DON'T try it with one wrench on an old boat, as you risk damaging the stern tube (hose) if you put much torque on it.
