I concur with Phil Agur's theory.

It appears on your photo that the Separator Plate is missing.
While it does vary with some folks, I believe it's not prudent to have that plate MISSING.

It's a thin sheet of aluminum (1/8th inch?) setting between the sets of Sheaves. On my crane, There are Two sheaves forward and Two sheave aft with the Aluminum sheet between each of the forward/Aft sets. There is a bare 1/16th inch clearance between the sheaves and the sheet. I imagine if the sheaves are Ball Bearing type the clearance could be less. Standing a half inch or so Above the Sheave, the plate protects from a "Jump Off" the Sheaves of the line..

According to the Owners Manual drawing 4.1.6, the dimensions for three
sheaves are identical, two jib halyards forward, and one main halyard
aft. Yet the opening for the single main halyard sheave is the same as
the two jib halyard sheaves. I don't see anything to keep the halyard
from binding up as it did.

From my picture, is don't see anything broken or missing. Is this a
normal problem?
