Chris, PHRF ratings are always local but as you mentioned the ODA standard is the basis for the PHRF rating application. Typically the local PHRF Class rules will list what can and can't deviate from the ODA standard before it must be declared as a modification that usually draws a time plenalty.
If you get a copy of the US Sailing's PHRF Handicaps 2007 you can see how they drift across the country. The presumption is that local boards have made local adjustments to account for how various boats react to local conditions. When I was rating boats I reviewed the differences in ratings between our unknown across several regions and boats we already raced locally to help slot the unknown in properly. We had one local couple attempted to create a ringer by having the dealer and factory heavily modify a new boat prior to deliver and then claimed they were racing stock. Unfortunetly for them they were not naval arcitects and they actually slowed the boat through the changes. They got a double whamy when the rating board contacted the factory directly for some general information on this newish model and learned of the unique modifications resulting in additional time penalties to boot. I'd guess their rating is off by something in excess of 25 seconds a mile since boats rated 21 seconds a mile slower clean their clock routinely boat for boat (without adjustments).
