Johan, The answer is yes to both your questions. In order to implement an MPLS VPN you need MPLS in the provider cloud and some type of PE-CE routing (ebgp, ospf, static, etc). Not sure if you have the update for volume 1 yet, but it contains some good labs to get you started understanding these technologies.
