I would say if you have :

   a) a trunk between the switches - make sure its showing up on both sides
   b) a matching vtp domain name
   c) at least one of the switches in server mode
   d) authentication configured the same on both sides

then perhaps the md5 hash is in a mismatch mode.  I'd try changing one of
the hashed parameters and then changing it back.  See if the hash matches
and that the vlans populate
