There are a lot of different options when it comes to QoS so you need to find 
out  what version/versions you can use on your NW.  ie DCSP, CBWFQ etc.  4 bit 
buckets is a good general rule of thumb to use.  You can go up to six but 
looking at what you have here I don't see a need for that.

Lets say you have a customer switch (a 3560) with a Metro Ethernet Link on one 
of its ports. The provider polices you to 30 Mbps. I want to shape the traffic 
on my side to avoid the choppiness. 

Scenario 1: I don't have any concept of classes of traffic in my network, I 
just want to try so shape to 30Mbps overall. How would you configure this?
