Configuration looks good, what happens if you harcode them to mode on? If that 
doesnt help i agree with jason

I am pretty sure I that I have seen this as well some time ago.

Not sure what it the problem was but I do know my configuration was correct so 
I just moved on

I'm having an issue where whichever port I add last to an etherchannel between 
Cat1 and Cat2 will continually bounce. Configuration looks correct; is this a 
hardware issue?

Cat1:

interface FastEthernet0/23

 switchport mode trunk
 channel-group 12 mode desirable
