I ran into a similar situation in the lab, where a requirement was listed before any questions in a section. I decided that it shouldn't apply to one of the subsections, but had to ask the proctor three times before he agreed to check his answer key and let me know... Needless to say I had to demonstrate that I REALLY knew the technology before he would give me any answers.
In a case like this, I would have asked the proctor, because although it would seem to only apply to the one task, it does use the word "ALL."
