Right ok. That would make more sense. So why do people refer to those -1 values 
at times when talking about wildcard masks.

I thought wildcard masks are discontiguous by nature and as such should be 
supported all that allow them ?

Yeah i was just wondering where those minus one values came from, that's what 
set me off.
